RECOMMENDATIONS:

Acting as the governing board of the Contra Costa County Fire Protection District, APPROVE and AUTHORIZE the Fire Chief or designee, to execute a contract with ImageTrend, Inc. in an amount not to exceed $850,000 to provide a fire incident reporting records management system and recurring annual maintenance for the period July 1, 2025 through June 15, 2028. The Information Technology equipment, software, and services for this project will be obtained through a GSA Advantage Awarded Contract # GS-35F-365DA.

 

FISCAL IMPACT:

Budgeted. 100% CCCFPD EMS Transport Fund

 

BACKGROUND:

In California, fire departments are required to report incident data to the State Fire Marshal, including those involving fires, explosions, and critical events. The Office of the State Fire Marshal (OSFM) collects and analyzes this data to improve fire safety and prevention efforts. Reporting requirements include using specific forms, following established timelines, and submitting data to the National Fire Incident Reporting System (NFIRS).

 

All fire departments in California are required to report incidents to the State Fire Marshal. Fire departments must utilize the National Fire Incident Reporting System (NFIRS) for reporting incidents. The Former NFIRS system is now known as NERIS, the National Emergency Response Information System.

 

For twenty-plus years now, Contra Costa County Fire District has used a version of Zoll Data Systems FireRMS to comply with this state mandate.  In early 2025, Zoll Data Systems, Inc. announced a sunset date for the Zoll FireRMS product.  This product will no longer be distributed or supported beyond December 31, 2025.  Therefore, Contra Costa County Fire conducted a complete evaluation of RMS software vendors.  The lead vendor identified was ImageTrend, Inc.  This company met all of the requirements established by Contra Costa County Fire.  Additionally, this acquisition will enable the District to comply with the new NERIS reporting requirements.

 

The Information Technology equipment, software, and services for this project will be obtained through a GSA Advantage Awarded Contract #GS-35F-365DA. The Master Subscription Agreement for the GSA Advantage contract contains indemnification and limitation of liability provisions.

 

 

CONSEQUENCE OF NEGATIVE ACTION:

If this software service agreement is not executed, the District would be out of compliance with the State Fire Marshal and the new National Emergency Response Information System.
