RECOMMENDATIONS:

 

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with Madelyn Mackie & Associates, LLC, in an amount not to exceed $270,000 for professional resume development, individual consultations, and job coaching for California Work Opportunity and Responsibility to Kids, Welfare-to-Work participants for the period July 1, 2026, through June 30, 2029.

 

FISCAL IMPACT:

 

100% Federal Funds, California Work Opportunity and Responsibility to Kids (CalWORKs) Single Allocation, of which $90,000 will be budgeted in FY 26-27, $90,000 in FY 27-28, and $90,000 in FY 28-29. 

 

BACKGROUND:

 

The Employment and Human Services Department administers the California Work Opportunity and Responsibility to Kids (CalWORKs) program with includes the Welfare-to-Work (WTW) component designed to assist participants in preparing for, obtaining, and retaining employment. As part of these services, participants receive job readiness assistance, including resume development and job search preparation.

 

Many program participants have limited work histories, gaps in employment, or lack familiarity with current resume standards and hiring practices. Access to professional resume writing services helps participants effectively present their skills, education, and work experience to potential employers. These services increase participants’ competitiveness in the labor market and support successful transitions to employment.

 

This vendor was selected per procurement requirements outlined in Administrative Bulletin 600.3.

 

CONSEQUENCE OF NEGATIVE ACTION:

 

County will not be able to continue providing these services to CalWORKs WTW participants thereby adversely impacting the WTW population.
