Report Title: Extension Agreement #25-109-1 with Caminar

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Extension Agreement #25-109-1 with Caminar, a non-profit corporation, to amend Contract #25-109, effective June 30, 2024, to extend the termination date from June 30, 2024 to December 31, 2024 with no change in the payment limit of $400,000 to continue providing homeless prevention services to individuals and families experiencing homelessness or who are at risk of becoming homeless in Contra Costa County.
FISCAL IMPACT:
Approval of this extension will not impact the budget of expenditures up to $400,000 funded 100% by the State Homeless Housing Assistance and Prevention (HHAP) program grant. (No rate increase)
BACKGROUND:
This contract meets the social needs of county’s population by providing homeless prevention services to at least twenty-five (25) individuals and families at-risk of experiencing homeless in Contra Costa County. Services include housing problem solving strategies to stabilize existing housing, conflict resolution, landlord and tenant mediation, financial assistance to assist with utility or rent arrears, first month’s rent or deposit, and other costs associated with relocating to more stable housing.
This contract is entered into under and subject to the following legal authorities: California Government Code § 26227 and 31000. This contract was approved by Health Services Personnel to ensure there is no conflict with labor relations. The Health, Housing and Homeless Services Division Contract Monitoring staff meet on a regular basis to ensure monitoring of performance measures set forth in the contract are upheld. The request for proposal (RFP) was posted on January 11, 2023 and closed on March 3, 2023. Caminar was selected through the RFP process on April 28, 2023.
On September 19, 2023, the Board of Supervisors approved Contract #25-109 with Caminar, in an amount not to exceed $400,000 for the provision of homeless prevention services to individuals and families experiencing homelessness or who are at risk of becoming homeless for the period July 1, 2023 through June 30, 2024.
Approval of Extension Agreement #25-109-1 will allow the contractor to continue providing services through December 31, 2024.
CONSEQUENCE OF NEGATIVE ACTION:
If this extension is not approved, individuals and families will not receive the necessary homeless prevention services further putting individuals and families experiencing homelessness or who are at risk of becoming homeless at risk.
CHILDREN’S IMPACT STATEMENT:
This program supports the following Board of Supervisors’ community outcomes: “Children Ready for and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
