RECOMMENDATIONS:

 

ADOPT a Resolution to approve and authorize the Employment and Human Services Director, or designee, to execute a revenue agreement with the State of California Department of Community Services and Development, in an amount not to exceed $945,470 to provide Community Services Block Grant program services for the period January 1, 2026, through April 30, 2027, and to authorize the approval of future amendments thereof during the term of the agreement, subject to County Counsel and County Administrator approval, allowing the total funding amount to increase up to $980,000 with no other changes to the agreement.

 

FISCAL IMPACT:

 

100% Federal; $157,578.33 which is budgeted in FY 25-26, $787,891.67 will be budgeted in FY 26-27 with the possibility to increase up to $980,000 which will be budgeted in FY 26-27. There is no County match requirement.

 

BACKGROUND:

 

On March 25, 2025, the Board approved item C.31, authorizing revenue agreement 25F-6007 with the California Department of Community Services and Development (CSD) in the amount of $945,470 for the term January 1, 2025, to April 30, 2026, and approved future amendments allowing the total funding amount to increase up to $980,000. On September 23, 2025, the Employment and Human Services Department (EHSD) accepted an amendment to increase funding by $31,694 for an amount not exceeding $977,164. 

 

EHSD received notification from CSD on December 23, 2025, to execute the 2026-2027 Community Services Block Grant (CSBG) funding agreement, 26F-6007, to support self-sufficiency programs. The self-sufficiency programs provide housing payment assistance, food distribution, wrap-around health and mental health services, and employment training, under the advisement of the County’s Economic Opportunity Council (EOC).

 

This action is to accept $945,470 and to authorize approval of any amendments during the 2026-2027 agreement term, allowing the total funding amount to increase up to $980,000 for the agreement term.

 

 

 

 

CONSEQUENCE OF NEGATIVE ACTION:

 

Should the proposed action not be approved by the Board of Supervisors, the County will not be able to operate self-sufficiency programs in the community, and to establish partnerships with community-based agencies and public organizations.

 

CHILDREN’S IMPACT STATEMENT:

IN THE MATTER OF 2026-2027 State of California Department of Community Services and Development, Community Services Block Grant (CSBG) Revenue Agreement 26F-5007.

 

WHEREAS, the Employment and Human Services Department (EHSD) was awarded Community Services Block Grant (CSBG) funding from the California Department of Community Services and Development (CSD) to operate self-sufficiency programs and

 

WHEREAS, notification was given to the County on December 23, 2025, and 

 

WHEREAS, the County's Community Action Agency, the Department's Community Services Bureau regularly receives CSBG funding to operate self-sufficiency programs under the advisement of the County's Economic Opportunity Council, and

 

WHEREAS, the self-sufficiency programs provide housing payment assistance, food distribution, wrap-around health and mental health services, and employment training under the advisement of the County’s Economic Opportunity Council (EOC).

 

NOW, THEREFORE, BE IT RESOLVED the Contra Costa County Board of Supervisors adopt a Resolution to approve and authorize the Employment and Human Services Director, or designee, to execute a revenue agreement with the State of California Department of Community Services and Development, in an amount not to exceed $945,470 to provide Community Services Block Grant program services for the period January 1, 2026 through April 30, 2027, and to authorize the approval of future amendments thereof during the term of the agreement, subject to County Counsel and County Administrator approval, allowing the total funding amount to increase up to $980,000 with no other changes to the agreement.
