RECOMMENDATIONS:
APPROVE Budget Amendment No. BDA-24-01064 to increase budget authority for the Human Resources Department (0035) in the amount of $233,000 for one (1) Human Resources Analyst position and one (1) Human Resources Technician position to provide specialized recruitment services for the Employment and Human Services Department (0501); and APPROVE Budget Amendment No. BDA-24-01065 to increase budget authority for the Human Resources Department (0035) in the amount of $80,000 for one (1) Human Resources Analyst position to provide specialized recruitment services for the Public Works Department (0650) for the remainder of FY24/25.
FISCAL IMPACT:
The specialized recruitment services are funded by the Employment and Human Services Department (100% EHSD, General Fund) and the Public Works Department (100% PW, General Fund).
BACKGROUND:
On June 25, 2024, the Board of Supervisors approved the adoption of two (2) Human Resources Analyst positions within the Human Resources Department, as dedicated resources for the Employment and Human Services Department (EHSD) (file #24-1945).
On September 10, 2024, the Board of Supervisors approved the adoption to reclassify one (1) of the previously approved Human Resources Analyst positions to that of one (1) Human Resources Technician position within the Human Resources Department, as a dedicated resource for the Employment and Human Services Department (EHSD) (file #24-2842). These dedicated staff positions, assigned to exclusively support recruitment efforts for EHSD, are employees of the Human Resources Department and physically reside within the Central HR office.
BDA-24-01064 increases the budget authority for the Human Resources Department for one (1) Human Resources Analyst and one (1) Human Resources Technician positions accordingly. The Human Resources Department completes a journal on a quarterly basis to record the service charges.
On December 3, 2024, the Board of Supervisors approved the adoption of one (1) Human Resources Analyst position with the Human Resources Department, as a dedicated resource for the Public Works Department (PW) (file #24-4175).
BDA-24-01065 increases the budget authority for the Human Resources Department for one (1) Human Resources Analyst accordingly. The Human Resources Department completes a journal on a quarterly basis to record the service charges.
CONSEQUENCE OF NEGATIVE ACTION:
The Human Resources Department will not be able to provide the dedicated recruitment support needed for the Employment and Human Services Department and the Public Works Department.
