RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Interagency Amendment #74-664-3 with City of Pittsburg a government agency, effective July 1, 2026, to amend Interagency Agreement #74-664-2, to increase the payment limit by $60,055, from $543,131 to a new payment limit of $603,186, for additional outreach services for residents of Pittsburg diagnosed with a serious and Persistent mental illness (SPMI) and who have a history of multiple contacts with law enforcement, attempts or acts of physical aggression during encounters with law enforcement or others, domestic violence, firearm use or possession, and/or multiple visits to Psychiatric Emergency Services (PES) for Mental Health Evaluation Team (MHET) Program, with no change in term ending June 30, 2027.
FISCAL IMPACT:
Approval of this Amendment will result in additional annual expenditures of up to $60,055 and funded by 100% 2011 Public Safety Realignment, AB 109. (No Rate Increase)
BACKGROUND:
The purpose of this Interagency Agreement is for Contra Costa County’s Health Services (CCHS) to take over administration of this agreement from the County’s Probation Department. City of Pittsburg and County have formed a joint outreach program “MHET Program” which focuses on the needs of residents with SPMI by providing joint welfare checks, clinical assessments with recommendations, case management and linkage to appropriate and available community mental health services, which will result in a reduction in the number of physically aggressive and/or negative interactions between residents with SPMI and law enforcement; a reduction in the number of repeat calls for service; a reduction in the number of avoidable visits to PES; a safer, better quality of life for the resident, their family members, and the community at large; and a significant cost savings should be realized by City of Pittsburg and County agencies from a reduction in the time and resources spent to manage this population safely and effectively.
On February 4, 2025, the Board of Supervisors approved Interagency Agreement #74-664-2 with City of Pittsburg, in an amount not to exceed $543,131 for the provision of outreach services to residents who have SPMI and multiple encounters with police under the MHET Program in Contra Costa County for the period July 1, 2024 through June 30, 2027. This Agreement includes mutual indemnification to hold all parties harmless for claims arising from the performance under this Agreement.
Approval of Interagency Amendment #74-664-3 will allow the Agency to provide additional outreach services for the MHET Program through June 30, 2027.
CONSEQUENCE OF NEGATIVE ACTION:
If this Interagency Amendment is not approved, the County will not have the necessary resources for the MHET program and residents with SPMI will not receive additional outreach efforts to access mental health services.
