Report Title: Contract Extension #76-624-11 with Sharjo, LLC (dba Servicemaster Restoration Services & Servicemaster Recovery Management)
Recommendation: Recommendation of the County Administrator

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Extension #76-624-11 with Sharjo, LLC (dba Servicemaster Restoration Services & Servicemaster Recovery Management), a limited liability company, to amend Contract #76-624-9 (as amended by Contract Amendment #76-624-10), to extend the termination date from October 31, 2026 to October 31, 2027 to continue providing emergency restoration services to resolve emergency events at Contra Costa Regional Medical Center (CCRMC) and Contra Costa Health Centers with no change in the payment limit of $1,500,000.
FISCAL IMPACT:
Approval of this Extension will not result in a change to the budgeted expenditure of up to $1,500,000 funded 100% by Hospital Enterprise Fund I. (No rate increase)
BACKGROUND:
Contra Costa County has an obligation to provide facility restoration services at CCRMC and Contra Costa Health Centers during emergency events requiring immediate assistance during adverse events by providing deep cleaning services at potential or affected facilities. Sharjo, LLC, (dba Servicemaster Restoration Services & Servicemaster Recovery Management) has contracted with CCRMC and Contra Costa Health Centers since December 1, 2018, for the provision of emergency deep cleaning and restoration services during emergency events and is a reliable provider of additional emergency and deep cleaning services during the COVID-19 pandemic.
This Contract is entered into under and subject to the following legal authorities: California Government Code §§ 26227 and 31000; Health and Safety Code § 1451. This Contract was approved by Health Services Personnel to ensure there is no conflict with labor relations. CCRMC’s Quality Management, Utilization Management and Contract Monitor Staff meet on a regular basis to ensure monitoring and performance measures in the Contract are upheld. Public Work’s Purchasing approved this Contract on August 28, 2026.
On August 8, 2023, the Board of Supervisors approved Contract #76-624-9 with Sharjo, LLC (dba Servicemaster Restoration Services & Servicemaster Recovery Management), in an amount not to exceed $300,000 for the provision of restoration services during emergency events requiring immediate assistance during COVID-19 pandemic and other adverse events by providing deep cleaning services at CCRMC and Contra Costa Health Centers for the period November 1, 2023 through October 31, 2026.
On April 28, 2025, the Board of Supervisors approved Contract Amendment #76-624-10 to increase the payment limit by $1,200,000 to a new payment limit of $1,500,000 to allow the Contractor to provide additional emergency restoration services to resolve emergency events requiring immediate assistance with no change in the original term.
Approval of Contract Extension #76-624-11 will allow the Contractor to continue to provide emergency restoration services to resolve emergency events requiring immediate assistance while a new competitive solicitation process is conducted through October 31, 2027.
CONSEQUENCE OF NEGATIVE ACTION:
If this Extension is not approved, CCRMC and Contra Costa Health Centers will not have an authorized contractor to provide ongoing, restoration and emergency deep cleaning services needed for patient safety.
