From:                                          Dr. Grant Colfax, Health Services Director

Report Title:                      Amendment to Purchase Order #28554 with Beckman Coulter, Inc.

Recommendation: Recommendation of the County Administrator

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute on behalf of the Health Services Director, an amendment to purchase order #28554 with Beckman Coulter, Inc. to increase the payment limit by $180,000 to a new amount not to exceed $430,000 for the purchase of additional reagents and supplies for the Clinical Laboratory at Contra Costa Regional Medical Center (CCRMC), with no change to the term ending May 14, 2028.

FISCAL IMPACT:

This purchase order will result in expenditures of up to $430,000 over the five-year period and is funded by Hospital Enterprise Fund I.

BACKGROUND:

Beckman Velocity urinalysis analyzers were replaced by two AUTION Max AX-4030 analyzers due to significant issues with the manufacturer of testing strips used for the Velocity analyzer. The testing strips were unable to be produced shortly after COVID creating significant patient testing delays. Beckman replaced the Beckman Velocity analyzers with AUTION Max AX-4030 analyzers which allow the department to continue patient testing without delays. The AUTION Max AX 4030 offers high throughput of up to 22 samples per hour with continued loading of up to 100 samples. The contract has an accompanying five-year reagent rental agreement with Beckman Coulter, Inc., which includes a minimum annual purchase commitment of approximately $34,062 in reagents and supplies for the use of the analyzers.

On May 16, 2023, the Board of Supervisors approved a blanket purchase order with Beckman Coulter, Inc. in an amount not to exceed $250,000 for the period from May 15, 2023, through May 14, 2028 and a five-year reagent rental agreement for the use of AUTION MAX AX-4030 analyzers and purchase of reagents and supplies for the clinical laboratory at the Contra Costa Regional Medical Center (CCRMC).

Due to increase patient volume of urinalysis testing, the laboratory exceeded the initial estimates for reagent usage. The Clinical Laboratory is requesting an additional $180,000 to cover the cost of testing by the end of the contractual period.

Beckman Coulter, Inc. is a supplier of the Vizient Group Purchasing Organization (GPO), which means that CCRMC, a Vizient member, is eligible to receive rebates and access lower pricing. This purchase is governed by the Vizient Supplier Agreement entered into between Vizient Supply, LLC and Beckman Coulter, Inc. on September 1, 2020 (Agreement No. LB0871).

Approval of this request will allow the Clinical Laboratory at CCRMC to use AUTION MAX AX-4030 analyzers and purchase reagents and supplies through May 14, 2028.

CONSEQUENCE OF NEGATIVE ACTION:

If this purchase order is not approved, the Clinical Laboratory will be unable to perform the testing and CCRMC Clinical Laboratory will be unable to order reagents and supplies which could lead to delays in patient care.
