Report Title: Contract #25-042-39 with Greater Richmond Inter-Faith Program

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #25-042-39 with Greater Richmond Inter-Faith Program (GRIP), a non-profit corporation, in an amount not to exceed $763,940, to provide emergency shelter services for individuals and families experiencing homelessness in West Contra Costa County, and operate a Coordinated Assessment Resource and Engagement (CARE) Center and Warming Center for the period July 1, 2026 through June 30, 2027.
FISCAL IMPACT:
Approval of this Contract will result in annual expenditures of up to $763,940 funded 64% by Behavioral Health Services Act (BHSA) funds, 26% by the U.S. Department of Housing and Urban Development (HUD), and 10% by County General funds.
BACKGROUND:
This Contract meets the social needs of County’s population by providing emergency shelter services, twenty-four hours per day, seven days per week, to homeless adults in West County. Contractor will operate the West County CARE Center and Warming Center for the Homeless Coordinated Entry System providing support services to Contra Costa County families that are homeless, including case management, day shelter services, transportation needs, mental health assessment and crisis intervention. GRIP has been a longstanding partner, fostering a deep understanding of our organization's mission, values, and long-term objectives providing emergency shelter services and operating the CARE/Warming Center in West County since July 2001.
This Contract is entered into under and subject to the following legal authorities: California Government Code § 26227 and 31000. This Contract was approved by Health Services Personnel to ensure there is no conflict with labor relations. The Health, Housing and Homeless Services Division Contract Monitoring staff meet on a regular basis to ensure monitoring of performance measures set forth in the contract are upheld. GRIP was selected through the RFP process on March 27, 2026.
On September 10, 2024, the Board of Supervisors approved Contract #25-402-36 with GRIP, in an amount not to exceed $827,441, to provide emergency shelter, CARE Center, and Warming Center services for individuals and families experiencing homelessness in West County, for the period July 1, 2024 through June 30, 2025.
On June 10, 2025, the Board of Supervisors approved Contract Amendment/Extension #25-042-38 with GRIP, to increase the payment limit by $736,940 to an amount not to exceed $1,591,38, and to extend the term though June 30, 2026 for the provision of additional emergency shelter, CARE Center, and Warming Center services for individuals and families experiencing homelessness in West County.
Approval of Contract #25-042-39 will allow Contractor to provide emergency shelter, CARE Center, and Warming Center services for individuals and families experiencing homelessness through June 30, 2027. This Contract is delayed due to extended negotiations between the Division and Contractor.
CONSEQUENCE OF NEGATIVE ACTION:
If this Contract is not approved, emergency shelter, CARE Center, and Warming Center services for homeless individuals and families in West County will be forced to reduce, thereby resulting in an increase in unsheltered residents.
