RECOMMENDATIONS:

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment Agreement #24-133-82 with La Cheim School, Inc., a non-profit corporation, effective March 1, 2024, to amend Contract #24-133-80, (as amended by Amendment Agreement #24-133-81) for additional cost survey and attestation services required for California Advancing and Innovating Medi-Cal (CalAIM) implementation, with no change in the original payment limit of $3,372,865, and no change in the original term of July 1, 2023 through June 30, 2024.

 

FISCAL IMPACT:

Approval of this amendment will result in no change to the original budgeted expenditures of up to $3,372,865 and is funded by 89% ($3,000,620) Early and Periodic Screening, Diagnostic and Treatment (EPSDT) and by 11% ($372,245) Mental Health Services Act revenues. (No rate increase)

 

BACKGROUND:

This contract meets the social needs of county's population by providing school-based services and a residential treatment program which includes mental health services, case management, crisis intervention, medication support and Therapeutic Behavioral Services (TBS) for Seriously Emotionally Disturbed (SED) youth ages 8-21 who are eligible for services according to the Federal Individuals with Disabilities Education Act (IDEA) or who are wards or dependents of Contra Costa County Juvenile Court. The county has been contracting with La Cheim School, Inc. since June 1979.

 

On June 27, 2023, the Board of Supervisors approved Novation Contract #24-133-80 with La Cheim School, Inc., in an amount not to exceed $6,377,168, to provide school-based services and a residential treatment program which includes mental health services, case management, crisis intervention, medication support and TBS for SED youth ages 8-21, for the period from July 1, 2023 through June 30, 2024.

 

On October 17, 2023 the Board of Supervisors approved Contract Amendment Agreement #24-133-81, effective October 1, 2023 to decrease the payment limit by $3,004,303 to a new payment limit of $3,372,865, with no change in term July 1, 2023 through June 30, 2024.

 

Approval of Contract Amendment Agreement #24-133-82 will allow contractor to continue providing school-based services and a residential treatment program services through June 30, 2024.

 

CONSEQUENCE OF NEGATIVE ACTION:

If this amendment is not approved, contractor will not receive compensation for the State Cost Survey and attestation for CalAIM implementation and may result in loss of revenues needed to maintain staff to provide mandated services to eligible youth in our community.

 

CHILDREN’S IMPACT STATEMENT:

This program supports the following Board of Supervisors’ community outcomes: “Children Ready for and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”.  Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
