RECOMMENDATIONS:
APPROVE and AUTHORIZE the Animal Services Director, or designee, to execute a contract amendment with Docupet Corp. to extend the term through June 30, 2027, for continued animal licensing processing services throughout Contra Costa County, with no change to the payment limit of $200,000.
FISCAL IMPACT:
The contract is in the Department's FY26-27 budget; the cost is offset 100% by Animal Services licensing revenue.
BACKGROUND:
The Animal Services Department is responsible for administering and enforcing its animal licensing ordinance (County Ordinance 416-6.002) for dogs and cats throughout Contra Costa County. Historically, the Department's clerical unit managed all licensing records and revenue processing in-house. However, the growing complexity of licensing administration and ongoing staffing constraints made it increasingly difficult to sustain these functions effectively.
To address this, the Department issued a Request for Proposals (RFP) for pet licensing services in November 2022 and awarded the contract to Docupet Corp., which began providing services in January 2023. In addition to core licensing processing, the contract includes owner record management, reporting tools, community canvassing, data storage and handling, pet tag production and mailing, marketing and ordinance support, lapsed client outreach, and website support.
The proposed amendment extends the contract term by one year, from June 30, 2026, through June 30, 2027, with no change to the $200,000 payment limit. A new RFP will be conducted during FY 2026/27 to competitively procure services for FY 2027/28 and beyond.
