RECOMMENDATIONS:
APPROVE and AUTHORIZE the Director of Human Resources, or designee, to execute a contract with Cooperative Personnel Services dba CPS HR Consulting for classification study, compensation study, and executive recruitment services in an amount not to exceed $200,000, for the period of April 1, 2026, through March 31, 2029.
FISCAL IMPACT:
The cost will be offset by charges to user departments that will utilize the services. (Various Funds)
BACKGROUND:
The County conducted a Request for Proposals to solicit vendors for project-based classification study, compensation study, and executive recruitment services.
Cooperative Personnel Services dba CPS HR Consulting will provide classification and compensation study services, including larger countywide studies that serve to consolidate, standardize, and align the scope, type and level of work performed in classifications throughout the County and analysis of salary comparability both internally and externally with comparator counties. CPS HR Consulting will also provide executive recruitment services including advertisement, candidate sourcing, application reviews and initial candidate screenings for select vacancies on an as-needed basis when requested by user departments.
CONSEQUENCE OF NEGATIVE ACTION:
If the contract is not approved, Human Resources will not be able to support departments with specialized classification, compensation and executive recruiting services when needed.
