RECOMMENDATIONS:

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #23-837 with Alvarez & Marsal Healthcare Industry Group, LLC, a limited liability company, in an amount not to exceed $400,000 to provide consultation and technical assistance to the Health Services Director, or designee, regarding strategy development for health system transformation, payment reform, compensation and human resources processes, subject to County Counsel and County Administrator approval, for the period January 1, 2024 through December 31, 2026.

 

FISCAL IMPACT:

Approval of this Contract will result in an amount not to exceed $400,000 and will be funded as budgeted by the department by 100% Hospital Enterprise Fund I.

 

BACKGROUND:

Contractor will provide consultation and technical assistance including assessing County’s current challenges and opportunities for integrated health systems Contractor will develop a set of recommendations to the County that will consider the sustainability and growth interests of the various Contra Costa Health stakeholders. These recommendations will be actionable and support any future change initiatives currently contemplated by the County.  Contractor will also provide a compensation study of health executives as well as human resources consultation.  

Approval of Contract #23-837 will allow the Contractor to provide consultation and technical assistance services through December 31, 2026.

 

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, Contra Costa County will not have access to strategic information critical for Contra Costa Health to meet the challenges of the future.
