RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #24-086-145(23) with Crestwood Behavioral Health, Inc., a corporation, in an amount not to exceed $140,000, to provide emergency residential care and mental health services for adults with mental illness for the period from January 1, 2025 through December 31, 2025.

FISCAL IMPACT:
Approval of this Contract will result in annual budgeted expenditures of up to $140,000 and will be funded 100% by Mental Health Realignment funds.

BACKGROUND:
The Health Services Department has been contracting with Crestwood Behavioral Health, Inc., since September 2006 to provide residential care and mental health services to adults. This Contract meets the social needs of the County's population by providing a multi-disciplinary treatment program to adults who need active psychiatric treatment, including medication support and individual and group therapy services, as an alternative to hospitalization at a State Hospital. This Contract is entered into under and subject to the following legal authorities: California Government Code ?? 26227; California Code of Regulations, Title 9, Section 523 et seq.; California Welfare and Institutions Code Section (5600 et. seq., known as The Bronzan-McCorquodale Act). This Contract was approved by Health Services Personnel to ensure there is no conflict with labor relations. These contracted services were determined to be exempt from Administrative Bulletin 600.3 solicitation requirements by the Public Works Department's Purchasing Division.
