RECOMMENDATIONS:
APPROVE AND AUTHORIZE the Purchasing Agent, or designee, to execute on behalf of the Sheriff-Coroner, a purchase order with L.N. Curtis & Sons, Inc. in an amount not to exceed $63,000 and ACCEPT the Terms and Conditions for the purchase of 40 40mm less-lethal launchers, associated munitions, and additional required equipment for the Sheriff's Office Patrol Division, for the period of June 1, 2026, through May 31, 2027.

This equipment qualifies as "military equipment" as defined in Government Code 7070 and, in compliance with AB 481, will be maintained in the annual Office of the Sheriff Military Equipment Inventory if approved.

FISCAL IMPACT:
Approval of this request will result in up to $63,000 in contractual expenditure over a one-year period and will be funded 100% by the General Fund. Funding authority for the purchase of 40mm less-lethal launchers was previously approved by the Board through the Sheriff's Office military equipment authorization. This item authorizes the purchase of that previously approved equipment and does not authorize additional military equipment beyond what was previously presented.


BACKGROUND:
Pursuant to California Government Code sections 7070 through 7075, 40mm less-lethal launchers and associated munitions are classified as military equipment. The Sheriff's Office Patrol Division will use the funds to purchase 40 40mm less-lethal launchers associated munitions, and additional required equipment, providing deputies with an additional less-lethal option when responding to incidents. These launchers will expand available response options and support efforts to safely de-escalate and resolve incidents while enhancing deputy and public safety.
