Report Title: Contract #72-052-14 with The HIV Education and Prevention Project of Alameda

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #72-052-14 with The HIV Education and Prevention Project of Alameda County (HEPPAC) , a non-profit corporation, in an amount not to exceed $674,390, for the provision of harm reduction services, including substance use disorder (SUD) treatment and needle exchange services for persons who inject drugs (PWID) in Contra Costa County for the period July 1, 2024 through June 30, 2027.
FISCAL IMPACT:
Approval of this Contract will result in contractual expenditures of up to $674,390 over a three-year period and will be funded 55% by AODS Opioid Settlement Fund; 43% County General Fund; and 2% CCRMC Residents Fund as budgeted by the Department for FY, 2024-25, FY 2025-26, and FY 2026-27.
BACKGROUND:
Since 1999, the Contra Costa County Board of Supervisors has endorsed the provision of needle exchange services within the County. The major goals of these services are to slow the rates of Human Immunodeficiency Virus (HIV) infection attributed to injection drug use, eliminate HIV and other bloodborne pathogens for unborn children, to ensure access to treatment and support services for PWID, and reduce the risk of needle sticks for safety officers. The HIV Education and Prevention Project of Alameda has been contracted with the County providing these services since 2013. Contractor will provide harm reduction services to PWID, including HIV/STI testing and SUD treatment service referrals, needle exchange program, public health education, and purchase and maintenance of public health vending machines to provide the population with toiletries and other needs.
