Report Title: APPROVE the plans and specifications for the Vasco Road Safety Improvements Phase 2 project and ADOPT Addendum 2 to the Initial Study/Mitigated Negative Declaration for the Vasco Safety Improvements Project in accordance with CEQA, Byron area.

RECOMMENDATIONS:
APPROVE the plans and specifications for the Vasco Road Safety Improvements Phase 2 Project; and
ADOPT Addendum 2 to the Initial Study/Mitigated Negative Declaration (IS/MND) for the Vasco Road Safety Improvements Project, finding that the Addendum has been prepared in accordance with the California Environmental Quality Act (CEQA) and that no subsequent or supplemental environmental document is required pursuant to CEQA Guidelines Sections 15162, 15163, and 15164; and
FIND, on the basis of the Addendum to the Initial Study/Mitigated Negative Declaration and any comments received and staff responses thereto, that there is no substantial evidence the Project may have a significant effect on the environment, and that the CEQA documents reflect the independent judgment and analysis of the lead agency, Contra Costa County (County); and
DIRECT the Director of the Department of Conservation and Development (DCD), or designee, to cause a CEQA Notice of Determination (NOD) to be filed with the County Clerk and State Clearinghouse; and
AUTHORIZE the Public Works Director, or designee, to arrange for payment of a $50 fee to the County Clerk for filing the NOD.
FISCAL IMPACT:
No impact to the General Fund. The Project will be funded by Regional Measure 3 (RM 3) (43%), Senate Bill 1 Local Partnership Program - Formulaic (SB1-LPP-F) (15%), and East Contra Costa Regional Fee and Financing Authority (ECCRFFA) (42%).
