RECOMMENDATIONS:
Acting as the governing board of the Contra Costa County Fire Protection District, APPROVE and AUTHORIZE the Fire Chief, or designee, to execute a contract with Silicon Valley Paving, Inc. in an amount not to exceed $300,000.00 for wood and iron fence installation and repair for the period July 1, 2026 through June 30, 2029.

FISCAL IMPACT:
Budgeted: 100% CCCFPD General Operating Fund

BACKGROUND:
The District operates numerous facilities throughout Contra Costa County that rely on fencing, gates, and access control infrastructure to protect personnel, equipment, vehicles, and critical public safety assets. Over time, these systems require repair, replacement, and upgrades due to age, weather exposure, operational use, vandalism, accidents, and changing security requirements. The District requires a qualified contractor capable of providing timely installation, maintenance, fabrication, and emergency repair services to maintain secure and operational facilities and minimize disruptions to emergency response operations.

Silicon Valley Paving, Inc. was selected through a formal Request for Proposal process and was awarded by the Fire District on May 8, 2026. This agreement represents the District's initial contract with the vendor. Prevailing wages shall apply to this contract.

CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, the District may experience delayed repairs and replacement of damaged fencing, gates, and access control infrastructure throughout District facilities.
