RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to accept Grant Agreement #78-118 with the California Board of State and Community Corrections (BSCC), to pay the County an amount not to exceed $3,986,779, for the Building Sustainable, Youth Driven Cannabis Prevention initiative in Contra Costa County for the period from July 1, 2026 through December 31, 2031.

FISCAL IMPACT:
Approval of this Grant Agreement will result in payment to the county up to $3,986,779 in funding from the BSCC. No County match is required.

BACKGROUND:
Contra Costa Health (CCH)’s Tobacco Prevention Program (TPP) in collaboration with the Contra Costa County Office of Education (CCCOE)’s Tobacco Use Prevention Education (TUPE) program will utilize Proposition?64 youth prevention funding to implement and expand the County’s Cannabis Awareness and Prevention Program (CAPP) to include the Building Sustainable, Youth Driven Cannabis Prevention initiative. Proposition?64, which legalized adult cannabis use and established the Cannabis Tax Fund to support youth education, prevention, and early intervention, enables CAPP to continue through 2031 and extend its reach to additional school sites across the County. Through this funding, CAPP will deliver evidence based curriculum, alternatives to suspension, peer led education, and community-based youth leadership opportunities across ten school districts, 68 schools, thereby supporting more than 20,000 middle, high, and nontraditional school students.
