Referral History:
The Contra Costa Council on Homelessness (COH), a Board of Supervisors appointed body, provides advice and input on the operations of homeless services, program operations, and program development efforts in the County. The COH establishes the local process for applying, reviewing and prioritizing project applications for funding in the HUD Homeless Assistance Grant Competitions, including the Continuum of Care (CoC) Program and the Emergency Solutions Grant Program.
Referral Update:
The Employment and Human Services Department representative seat on the Council on Homelessness was vacated earlier this year when the seated representative needed to step down. There was an extensive recruitment process to solicit applicants for the open seat and a total of 1 application was received. A nominating panel, created of non-conflicted Council on Homelessness members, reviewed the County and Supplemental applications for each applicant, and following a strict rubric, made a recommendation to the Council. The Council voted at their July 9, 2026 meeting to recommend Christina Navarro, Division Manager for Contra Costa Employment and Human Services Department, for the Employment and Human Services Department Representative seat. When this seat is filled, there will be no vacancies on this 19-seat Council on Homelessness.

RECOMMEND to the Board of Supervisors the appointment of Christina Navarro to the Employment and Human Services Department Representative Seat with a term ending December 31, 2027 on the Council on Homelessness as recommended by the Council.
