Report Title:                     APPROVE and AUTHORIZE the County Librarian, or designee, to close the Pinole Library from Sunday March 1, 2026 through approximately  Monday, January 31, 2027 for building renovations and reopen to the public on approximately Tuesday, February 2, 2027.

RECOMMENDATIONS:

APPROVE and AUTHORIZE the County Librarian, or designee, to close the Pinole Library from Sunday March 1, 2026 through approximately Monday, February 1, 2027 for building renovations, and reopen to the public on approximately Tuesday, February 2, 2027.

 

FISCAL IMPACT:

Of the estimated construction cost $3,118,000, $1,519,267 (49%) will be funded through the California State Library Building Forward Grant (SB 129), $1,087,373 (35%) will be funded through Measure X and Library Funds, $511,360 (16%) will be funded through the Bay Area Air Quality Management District (BAAQMD) AB836 Clean Air Center Fund.

 

BACKGROUND:

On July 8, 2025, the Board authorized Public Works to award Quiring General LLC a construction contract for building renovations of the Pinole Library. Renovations will include upgrades of the heating, ventilation, and air conditioning (HVAC) system, roofing system, electrical system, and interior lighting.

 

CONSEQUENCE OF NEGATIVE ACTION:

The building renovations will not be able to proceed.
