Report Title: Rescind Prior Board Action Pertaining to Contracted Services with KP LLC

RECOMMENDATIONS:
RESCIND Board Action of March 21, 2023 (C.57), which pertained to a contract with KP LLC; and APPROVE and AUTHORIZE the Health Services Director, or designee, to execute Contract #77-151-4 with KP LLC, a limited liability corporation, in an amount not to exceed $500,000, to provide professional design, technical assistance, printing, publication and distribution of Contra Costa Health Plan (CCHP) Membership materials, for the period March 1, 2023 through February 28, 2025.
FISCAL IMPACT:
This contract will result in annual contractual service expenditures of up to $500,000 over a two-year period and will be funded 100% by CCHP Enterprise Fund II. (Rate increase)
BACKGROUND:
CCHP has an obligation to provide certain identification cards and directories for its members under the terms of their Individual and Group Health Plan membership contracts with the county. The county has been contracting with this contractor since March 2018 to provide professional design, technical assistance, printing, publication and distribution of CCHP membership materials. This contract is entered into under and subject to the following legal authorities: California Government Code ?? 26227 and 31000; Health and Safety Code ? 1451. Health Services Personnel approved this contract to ensure there are no conflicts with labor relations. This contract went into effect prior to the solicitation requirements of Administrative Bulletin 600.3.
On March 21, 2023, the Board of Supervisors approved Contract #77-151-4 with KP LLC, in the amount of $500,000, for the provision of professional design, technical assistance, printing, publication and distribution of CCHP membership materials for the period March 1, 2023 through February 29, 2024.
