RECOMMENDATIONS:
APPROVE and AUTHORIZE the District Attorney, or designee, to execute a contract with Contra Costa Family Justice Alliance in an amount not to exceed $275,000, to gather input from gun violence survivors to improve victim services and raise awareness for underserved gun violence victims and affected communities for the period August 1, 2025 through June 30, 2026.


FISCAL IMPACT:
Approval of this action will result in expenditures of up to $275,000 which is funded 100% by the Office of Justice Programs (OJP), Bryne Discretionary Community Project Grants Program from the U.S. Department of Justice. The amount is included in the FY2025-26 Departmental Budget.


BACKGROUND:
The District Attorney's Office is funded by the U.S. Department of Justice, Office of Justice Programs to provide an Underserved and Unserved Survivors Support Program (UUSSP). Under the UUSSP program, the DA's Office needs to execute a contract with a Community Based Organization (CBO) for the CBO to assist the DA to establish a Gun Violence Victims Advisory Council, engage in strategic collaboration with victim service providers, implement targeted outreach and listening sessions within impacted communities, administer and analyze survey data, and formally present findings to inform and enhance services for underserved victims of gun violence.

A Request for Proposals (RFP) #F-Contr-0000000011 was issued in March 2025, seeking a CBO to provide the services described above.
