Report Title: Pacific Clinics for Family Preservation Program Services

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with Pacific Clinics, in an amount not to exceed $612,500 to provide Family Preservation and Supportive Services to families referred by Children and Family Services and/or the County Probation Department for the period July 1, 2026, through June 30, 2027.
FISCAL IMPACT:
70% State Realignment Funds, 30% County General Fund, all of which is budgeted in FY 26-27.
BACKGROUND:
This action seeks to execute a contract renewal. In February 2023, in alignment with County policy, Employment and Human Services Department Children and Family Services issued Request for Proposal 1193 for Family Preservation and Support Services of which Pacific Clinics was awarded a contract. On June 27, 2023, the Board approved item C.71 authorizing executing a contract with Pacific Clinics for a term of July 1, 2023, to June 30, 2025. On August 12, 2025, the Board approved item C.17 authorizing a contract with Pacific Clinics for a term of July 1, 2025, to June 30, 2026. This contract will renew the prior approved contract for a term of July 1, 2026, to June 30, 2027. With the implementation of Assembly Bill (AB) 3145, effective January 1, 2026, Family Preservation program requirements are anticipated to change. Currently, the California Department of Social Services has not issued formal guidance or regulations necessary to inform a new solicitation. As a result, continuation of the current contract ensures service continuity while the County awaits State direction and aligns future procurement with AB 3145 requirements.
