Report Title: Contract for employment investigative services
Recommendation: Recommendation of the County Administrator

RECOMMENDATIONS:
APPROVE and AUTHORIZE the County Counsel, or designee, to execute on behalf of Contra Costa County, a contract amendment for specialized professional services with Oppenheimer Investigations Group, LLP (“OIG”).
FISCAL IMPACT:
Attorney investigator services will be billed at the hourly rates between $150-$600 per hour and will be charged to the County departments that utilize the services.
BACKGROUND:
County departments require on-going legal services conducting workplace investigations. OIG has specialized expertise in the area of workplace investigations and employment law and litigation. The County entered into a contract with OIG on February 15, 2019, for attorney workplace investigations services for the County. On February 9, 2021, April 18, 2023, and March 19, 2024, the Board of Supervisors approved amendments to the contract with OIG for rate increases. This amendment reflects OIG’s 2026 rates, which have increased since the last amendment.
CONSEQUENCE OF NEGATIVE ACTION:
The County will be unable to obtain the firm’s investigative services.
