Information: 
TCAB will receive an update regarding the procurement timelines for the Federal D. Glover Community Wellness Network (FDGCWN) Service Provider Request for Proposals (RFP #255) and Lead Entity Request for Qualifications (RFQ #0038). 

Referral History and Update: 
TCAB has played an advisory role in the development and implementation of both procurements, including review of solicitation materials, identification of community priorities, outreach to prospective applicants, and recommendations regarding the evaluation and selection processes. 

Service Provider RFP #255 
The Request for Proposals for Rapid Response Service Providers was released on July 23, 2026. The solicitation sought community-based organizations to provide culturally responsive, trauma-informed, and healing-centered services to Black/African American communities throughout Contra Costa County across six priority service areas: 
Behavioral Health; 
Housing Navigation; 
Maternal and Infant Health; 
Reentry Support and Restorative Alternatives; 
Public Benefit and Resource Navigation; and 
Preventative Health Care. 
The RFP closed on September 4, 2026.

Lead Entity RFQ #0038 
The Lead Entity RFQ closed on August 6, 2026. 
The five-member review panel completed the initial qualifications review process consistent with County procurement requirements as of September 11, 2026.

RFQ Lead Entity Interviews 10/21 
RFQ Lead Entity Consensus 10/29 
DUE: RFQ Notification Letters out 10/30
