ACCEPT Resolution recognizing Chief Dave Winnacker upon his retirement from the MOFD.

BACKGROUND:
Chief Winnacker is retiring from MOFD, he has been there since 2017.

CONSEQUENCE OF NEGATIVE ACTION:
No action to be taken.

IN THE MATTER OF Recognizing Chief Dave Winnacker upon his retirement from the Moraga-Orinda Fire District.

Whereas, Whereas, Chief Dave Winnacker has been in the fire service for nineteen years and has been Chief of the Moraga-Orinda Fire District since 2017, prior to MOFD he worked in Fresno and for Alameda County Fire Department; and
Whereas, Dave Winnacker was the sixth fire chief in the history of the Moraga-Orinda Fire District; Chief Winnacker was chosen unanimously on November 20, 2017 by the Board Members; and

Whereas, Chief Winnacker developed a comprehensive strategic wildfire risk reduction plan for Moraga-Orinda using redundant early warning systems and real-time fire spread modeling informed by terrain and fuel load analysis to quantify risk, this risk is then reduced using prescribed fire in conjunction with traditional fuels mitigation techniques to address the threat with an emphasis on low-cost, high-impact projects; and

Whereas, before joining the fire service, Dave served in the Marine Corps as an active-duty infantry officer and has remained in the reserves, serving as the commanding officer of the Fourth Force Reconnaissance Company from 2014-16 and the deputy commander of the Twenty-third Marine Regiment from 2019 to the present. He is presently a Colonel in the Marine Reserves; and
