RECOMMENDATIONS:

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract amendment with Lenz, Inc., d/b/a Civic Center Towing Transport and Road Service, effective July 31, 2025, to increase the payment limit by $200,000 to a new payment limit of $400,000 and extend the term through July 31, 2027 for on-call vehicle towing services, Countywide.

BACKGROUND:

Public Works Fleet Services maintains all County vehicles. As such, vehicle towing is an important part in getting damaged or broken units from one point to another. The on-call towing contracts can be used for towing County vehicles, vehicle storage, and standby towing. They can also be used for roadside assistance services such as jump start and refueling.

The Public Works Department conducted two solicitations on BidSync #2107-499 and #2201-531 for towing services in September of 2021 and February of 2022. Atco Towing was the sole respondent and was awarded an on-call contract. In need of at least one towing contractor who can do medium and heavy-duty tows, the Public Works Department informally reached out to three local towing contractors to request rates for these services. Lenz, Inc. d/b/a Civic Center Towing Transport and Road Service was the first to respond with their rates. A towing service contract was established with them in August 2022 for a period of three years.

Fleet Services is requesting Amendment No. 1 with Lenz, Inc. d/b/a Civic Center Towing Transport and Road Service to be approved, extending the contract term an additional two years through July 31, 2027 and increasing the payment limit by $200,000 to a new payment limit of $400,000.
