RECOMMENDATIONS:

APPROVE and AUTHORIZE the County Administrator, or designee, to execute a memorandum of understanding (MOU) with the San Ramon Valley Fire Protection District (SRVFPD) in an amount not to exceed $740,200, for a behavioral health crisis response pilot program, for the period December 1, 2021, through August 31, 2024.

 

 

FISCAL IMPACT:

The fiscal impact of a $720,000 allocation of Measure X funding was previously approved by the Board at its November 16, 2021, meeting. Approval of this MOU will allow the SRVFPD to receive reimbursement for their Measure X project expenditures. (100% Measure X)

 

BACKGROUND:

 

On November 16, 2021, the Board of Supervisors approved an expenditure plan for Measure X revenue. The expenditure plan included a $740,000 one-time allocation to the SRVFPD for the implementation of the SRVFPD Behavioral Health Crisis Response Pilot Program.

 

The County Administrator’s Office and the SRVFPD collaborated on an MOU from May 17, 2022, through July 20, 2023. Due to a County administrative staffing transition and shortage, the MOU was not finalized until October 17, 2023. The proposed MOU has been approved as to form by County Counsel.

 

The MOU includes an expenditure period through June 30, 2023, and terminates 60 days after the fiscal year 2023-24 pilot program reporting period. Approval of this request will allow the County Administrator’s Office to work through the expenditure reimbursement process with the SRVFPD.

 

 

CONSEQUENCE OF NEGATIVE ACTION:

 

If this request is not approved, the County Administrator’s Office will not have an agreement in place to reimburse the SRVFPD, nor to obligate the SRVFPD to provide progress reports of its pilot program.
