RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #23-475-12 with K. B. R., Inc. (dba Rash Curtis & Associates), a corporation, in an amount not to exceed $450,000, to provide debt collection services for unpaid accounts for the Health Services Department (HSD) for the period from July 1, 2024 through June 30, 2025.
FISCAL IMPACT:
Contractor will be paid on a commission basis for debts it actually collects not to exceed $450,000 and will be funded 100% by Hospital Enterprise Fund I revenues.
BACKGROUND:
This contract meets the needs of the County by providing collection services for unpaid accounts for services rendered by HSD including sending letters, making phone calls, reporting to credit bureaus on behalf of County, since July 2010. They also provide collection services on non-medical past due accounts for the Environmental Health Division. This contract is entered into under and subject to the following legal authorities: California Government Code ?? 26227 and 31000. Health Services Personnel approved this contract to ensure no conflicts with labor relations. The Office of the Director's contract monitoring staff meet on a regular basis to ensure monitoring of performance measures set forth in the contract are upheld. This contractor was approved by the Public Works Department's Purchasing Division on May 21, 2024.
On June 13, 2023, the Board of Supervisors approved Contract #23-475-11 with K. B. R., Inc. (dba Rash Curtis & Associates), in in an amount not to exceed $450,000, for the provision of debt collection services for unpaid accounts for HSD, for the period from July 1, 2023 through June 30, 2024.
