To:                                          Board of Supervisors

From:                                          David O. Livingston, Sheriff-Coroner

Report Title:                      EAN Services, LLC (Enterprise Rent-A-Car)

Recommendation: Recommendation of the County Administrator

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute on behalf of the Sheriff-Coroner, a purchase order with EAN Services, LLC in an amount not to exceed $120,000, and ACCEPT a Subscription and Rental Agreement to provide car rental services for the Office of the Sheriff Investigations Unit, for the period May 1, 2026 through April 30, 2027.

FISCAL IMPACT:

Approval of this request will result in up to $120,000 in contractual service expenditures over a 1-year period and will be funded 100% by the General Fund.

BACKGROUND:

EAN Services, LLC provides car rental services for the Office of the Sheriff Investigations Division. Rental cars are sometimes required during investigations and surveillance. EAN Services, LLC allows for the exchange of vehicles as many times as needed and without any additional fees being incurred.

The subscription agreement includes a limitation of liability and indemnification from the County to the contractor.

CONSEQUENCE OF NEGATIVE ACTION:

If the Board does not approve, it would result in a lack of car rental flexibility, which could lead to higher costs, limited vehicle options and potential delays during investigations.
