Report Title: Interagency Agreement with the Contra Costa County Office of Education

RECOMMENDATIONS:
APPROVE and AUTHORIZE the County Probation Officer, or designee, to execute an interagency agreement with the Contra Costa County Office of Education, in an amount not to exceed $434,570 to provide student educational programs for youth enrolled in the Briones Youth Academy for the period July 1, 2025 through June 30, 2026. (100% State)
FISCAL IMPACT:
This contract is 100% funded by the Juvenile Justice Realignment Block Grant.
BACKGROUND:
Under the orders of Governor Gavin Newsom, California phased out the California Division of Juvenile Justice (DJJ) in 2021. This required youth to remain under the supervision of individual county juvenile halls instead of state youth prisons. The Probation Department created a new program called the Briones Youth Academy to serve these youth. Since July 2021, the Contra Costa County Office of Education has provided additional educational staffing to serve the students who have already received a High School diploma and who are enrolled in the Briones Youth Academy. The Probation Department would like to renew this contract with the Contra Costa County Office of Education to continue serving the youth in the Briones Youth Academy.
CONSEQUENCE OF NEGATIVE ACTION:
Without this contract, the educational programs will not be available to the youth enrolled in the Briones Youth Academy.
