RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with Liberty Adult Education in an amount not to exceed $400,000 to provide employability skills training and individual education plan support for California Work Opportunity and Responsibility to Kids Welfare-to-Work participants for the period July 1, 2024 through June 30, 2026.
FISCAL IMPACT:
$400,000: $200,000 of which will be budgeted in FY 24-25 and $200,000 of which will be budgeted in FY 25-26.

BACKGROUND:
The Employment and Human Services Department provides countywide employment skills training and individual education planning for California Work Opportunity and Responsibility to Kids (CalWORKs) Welfare-to-Work (WTW) participants through the Finding Opportunities Careers for Ultimate Self-Sufficiency (FOCUS) and Career Connections Programs. These services are currently administered by Liberty Adult Education as an integral part of the CalWORKs WTW Program. These courses are designed to provide assistance to families with the goal of obtaining employment and becoming self-sufficient.
CHILDREN'S IMPACT STATEMENT:
This contract supports the 3rd, 4th & 5th community outcome established in the Children’s Report Card: “Families that are Economically Self Sufficient”, “Families that are Safe, Stable and Nurturing” and “Communities that are Safe and Provide a High Quality of Life for Children and Families.”
CONSEQUENCE OF NEGATIVE ACTION:
Contra Costa County will not be able to continue to provide these services through Liberty Adult Education to CalWORKs WTW participants.
