Report Title:                     APPROVE the Briones Area Guardrail Upgrades Project and take related actions under CEQA

Recommendation of the County Administrator Recommendation of Board Committee

 

RECOMMENDATIONS:

APPROVE the Briones Area Guardrail Upgrades Project (Project) and AUTHORIZE the Public Works Director, or designee, to advertise the Project, Martinez area. [County Project No. 0662-6R4158, DCD-CP# 21-25] (Districts I, V)

 

DETERMINE the Project is a California Environmental Quality Act (CEQA), Class 2 Categorical Exemption, pursuant to Article 19, Section 15302(c) of the CEQA Guidelines, and

 

DIRECT the Director of Department of Conservation and Development (DCD), or designee, to file a Notice of Exemption (NOE) with the County Clerk, and

 

AUTHORIZE the Public Works Director, or designee, to arrange for payment of a $25 fee to DCD for processing, and a $50 fee to the County Clerk for filing the NOE.

 

FISCAL IMPACT:

Estimated Project cost: $2,038,200. 58% Highway Safety Improvement Program State Funds, 42% Local Road Funds.

 

BACKGROUND:

Contra Costa County Public Works Department (County) proposes to remove sub-standard Metal Beam Guardrails (MBGR) and end treatments and replace them with Midwest Guardrail System (MGS) and end treatments. Approximately 43 existing guardrails with a total length of approximately 14,238 linear feet, including end treatments, will be upgraded. The construction process will include removal and replacement of guardrail and posts, relocation of several guardrail posts near end treatments with grading as needed, and miscellaneous repairs as needed. Construction is currently anticipated to occur in summer 2024 and will take approximately 9 weeks to complete.

 

CONSEQUENCE OF NEGATIVE ACTION:

Delay in approving the project may result in a delay of design, construction, and may jeopardize funding.
