RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent on behalf of the Fire Chief, or designee, to execute a contract with onXmaps, Inc., in an amount not to exceed $25,000, for mapping and navigation for the Fire District for the period of May 4, 2026 through May 3, 2031.
FISCAL IMPACT:
100% CCCFPD General Operating Fund.
BACKGROUND:
During wildland fire operations, Contra Costa Fire personnel may be required to access remote incident locations in areas with limited signage, complex terrain, and difficult routes. Reliable navigation tools are critical to assisting fire personnel in identifying the safest and most efficient routes for the timely deployment of apparatus, equipment, and crews during emergency response operations.
onXmaps provides GPS-enabled mapping technology that includes detailed backroad, trail, terrain, and land access information designed to support navigation in remote and unfamiliar environments. The platform also provides offline mapping capability, allowing personnel to continue utilizing navigation resources in areas with limited or no cellular coverage.
onXmaps technology enhances firefighter safety, improves situational awareness, and supports operational coordination during wildland fire suppression and related field operations.
The value of the onXmaps agreement falls below the $25,000 threshold requiring a sole source justification or additional quotes. This agreement represents the District's first formal contract with the vendor. Continuation of the agreement beyond the current term will be evaluated based on cost-effectiveness and accessibility.
This agreement includes indemnification and limitation of liability language.
