RECOMMENDATIONS:

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with Aspiranet, a non-profit corporation, in an amount not to exceed $3,189,517, to provide emergency shelter receiving center services for children taken into protective custody or transitioning through foster placements for the period July 1, 2026, through June 30, 2027.

FISCAL IMPACT:

70% 2011 State Realignment, 30% County General Funds, all of which will be budgeted in FY 26-27.

BACKGROUND:

Recent contracts and amendments for these services with Aspiranet were previously approved by the Board of Supervisors on July 8, 2025 (C.37, 25-2662), for FY 25/26; June 25, 2024 (C.75, 24-1861), for FY 23/25 (amendment); May 16, 2023 (C.40), for FY 23/24; June 21, 2022 (C.89), for FY 22/23; and on June 22, 2021 (C.96), for FY 21/22. This action is to execute a contract renewal with Aspiranet. This is a sole sourced contract.

The Receiving Centers serve as the hub of the Employment and Human Services Department (EHSD), Children and Family Services emergency shelter system. Aspiranet provides temporary care at the Receiving Centers to children who have been taken into protective custody and children and youth who are transitioning into resource family (foster) placements. The Receiving Centers offer a homelike setting and are designed to promote stability in placement, focus on the needs of the individual child, minimize move, and support permanence at the early stages of EHSD intervention.

CONSEQUENCE OF NEGATIVE ACTION:

County will not have emergency temporary shelter locations with sufficient, qualified staffing nor availability to temporarily care for children taken into protective custody.
