To:                                          Board of Directors

From:                                          Aaron J. McAlister, Chief, Contra Costa County Fire Protection District

Report Title:                     Agreement to exchange services with East Bay Municipal Utility District (EBMUD) to relocate a hydrant to better service a temporary helicopter dip site.

Recommendation of the County Administrator Recommendation of Board Committee

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Fire Chief or designee to execute an agreement to exchange services with East Bay Municipal Utility District (EBMUD) to relocate a hydrant to better service a temporary helicopter dip site.

FISCAL IMPACT:

Six days of wildfire mitigation work (i.e. fuel break maintenance work and pile burning, as coordinated with EBMUD Watershed staff) by Contra Costa County Fire Protection District (CCCFPD) crews within CCCFPD and EBMUD common service area within 90 days of the start of the AGREEMENT.

BACKGROUND:

The fire district has identified a preferable location within a high fire hazard severity zone in Lafayette to deploy a helo pod temporary water tank for fire suppression. The available municipal water source is on the opposite side of the street and requires moving to provide optimal efficiency for use of the helo pod on the identified site. EBMUD agreed to move the hydrant in exchange for fuels mitigation work on mutually beneficial areas within our common service areas.

CONSEQUENCE OF NEGATIVE ACTION:

The temporary water source will need to be located at an alternate location that will not be as effective.
