RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the Clerk-Recorder, to execute a purchase order and warranty agreement with Ordway Corporation, dba Print and Finishing Solutions (PFS), in an amount not to exceed $20,000 for the purchase of the Graphic Whizard 6000 Numbering Machine to count, number, and process petitions.
FISCAL IMPACT:
The cost of this purchase will be reimbursed 100% by the Center for Tech and Civic Life (CTCL) grant, with no net impact to the General Fund.
BACKGROUND:
The Clerk-Recorder Department, Elections Division, seeks to purchase the Graphic Whizard 6000 Numbering Machine. Currently, the division receives state and local petition pages that must be counted, numbered, and processed by hand. This is a laborious process that currently happens at a rate of 163 pages per hour. The new machine will be used to number those pages at a rate of up to 6,000 pages per hour, saving the Division time and resources.
The PFS 5-year warranty includes an indemnification and hold harmless clause, as well as a limitation of liability. The Division has completed a Sole Source for this product.
CONSEQUENCE OF NEGATIVE ACTION:
The Division will be unable to process petitions in a more timely and efficient manner.
