RECOMMENDATIONS:

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with Counseling Options & Parent Education Support Center, Inc. (C.O.P.E.) in an amount not to exceed $201,040 to provide Community Based Family Support Services in the form of parenting classes, individualized therapeutic coaching, case management services and to provide up to 146 gift cards with a total value of $7,300 ($50 each) for the period July 1, 2026 through June 30, 2028.

FISCAL IMPACT:

100% Federal, of which 50% is budgeted in FY 26-27, and 50% will be budgeted in FY 27-28.

BACKGROUND:

In May 2025, Counseling Options & Parent Education Support Center, Inc. (C.O.P.E.) was awarded a Contract resulting from RFP 1217 to deliver services under the federal Promoting Safe and Stable Families (PSSF) Program to provide Community Based Family Support in the form of parenting classes, individualized therapeutic coaching, and case management services throughout Contra Costa County for fathers who are at risk of abusing and/or neglecting their children to serve as a protective factor in preventing child abuse and/or neglect. The goal of the program is to provide specific parent education designed to enhance fathers' positive involvement with their children and to promote strengthened family relationships. This contract includes a $50.00 gift card incentive to participating fathers for perfect attendance.
