Report Title: Purchase Order with IBM

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the Chief Information Officer, to execute a purchase order with IBM in an amount not to exceed $6,000 for the renewal of OMEGAMON for z/OS, a comprehensive performance monitoring and management tool for mainframe systems, for the period of July 1, 2025, through June 30, 2026.
FISCAL IMPACT:
The cost of this product is included in the Department’s FY 25-26 budget. 100% User Departments.
BACKGROUND:
The Department of Information Technology’s (DoIT) Operations and Enterprise Services staff manages the County’s mainframe system, including the maintenance and support of necessary software. IBM’s OMEGAMON for z/OS is a comprehensive performance monitoring and management tool designed for mainframe systems. It monitors key system resources such as central processing unit, memory, input/output, identifies performance issues, and provides in-depth analysis to determine the root cause of any problems. The tool offers real-time monitoring, historical data analysis, and visual dashboards to support efficient system management.
IBM's International Program License Agreement includes a limitation of liability, which caps IBM's liability to the amount paid for the program that is the subject of the claim, up to a maximum of twelve months of charges, in the case of recurring charges.
CONSEQUENCE OF NEGATIVE ACTION:
Without these software solutions, the Operations and Enterprise Services staff would have limited visibility into system performance, slower response times to issues, and less ability to proactively manage and optimize the mainframe environment. This could negatively impact both the reliability and efficiency of the County’s IT operations.
