RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Agreement #78-070 with County of San Mateo, a political subdivision of the state of California, to pay County an amount not to exceed $100,000, for diagnostic laboratory services provided during times of urgent need, for the period July 1, 2024 through June 30, 2029.

FISCAL IMPACT:
Approval of this Agreement will allow County to receive up to $100,000 from San Mateo County over a five-year period.

BACKGROUND:
Contra Costa County is obligated to provide its health services, including diagnostic laboratory and surveillance testing services to serve patients in need of healthcare services. On occasion, County will assist in providing these services to other Counties when requested, as a backup provider during times of urgent need for support in laboratory services. San Mateo County will pay County's Public Health laboratory for diagnostic laboratory and surveillance testing services during times of urgent need for testing support for continuity of operations.

Approval of Agreement #78-070 will allow San Mateo County to pay County unplanned diagnostic laboratory testing services provided to San Mateo County during a time of urgent need and extending through June 30, 2029. This Agreement includes agreeing to indemnify and hold the other party harmless from any claims arising out of the performance of this Agreement. This Agreement is delayed due to County providing unplanned diagnostic testing services to San Mateo County which resulted in the need to establish an Agreement to pay County for those prior services and proactively prepare for future unplanned urgent need events through this Agreement.
