RECOMMENDATIONS:
APPROVE revised Bylaws of Contra Costa County Economic Opportunity Council as recommended by the Employment and Human Services Director.
FISCAL IMPACT:
There is no fiscal impact.
BACKGROUND:
The proposed amendments, developed with the guidance and approval of County Counsel, are intended to streamline the Bylaws by removing operational and administrative provisions that are more appropriately addressed in a separate procedures manual. The primary changes include:
• Relocation of the following operational topics from the Bylaws to a procedures manual:
o Conflict of Interest
o Attendance Requirements
o Code of Conduct
o Reimbursement Protocols
o Staff Duties
o Governance Ordinances
o Agendas
o Use of Social Media
o Public Records Requests
o Amendments
• Section X - General Meetings: Revised to require the Economic Opportunity Council (EOC) to meet a minimum of six (6) times per year, rather than monthly. This change aligns the Bylaws with the requirements of the Community Services Block Grant (CSBG) Act while providing greater scheduling flexibility.
• Section XV - Dissolution: Revised to clarify that dissolution of the EOC may occur only by action of the Board of Supervisors.
CONSEQUENCE OF NEGATIVE ACTION:
If the Board of Supervisors does not approve the proposed amendments, the current EOC Bylaws will remain in effect. As a result, the Bylaws will continue to include operational provisions that are more appropriately addressed in a procedures manual, limiting the intended streamlining and clarification of the EOC's governance and functions.
