Report Title:                     Change Order for the West County Treatment, Reentry and Housing (WRTH) Project

Recommendation of the County Administrator Recommendation of Board Committee

RECOMMENDATIONS:

AUTHORIZE and APPROVE the County Administrator, or designee, to execute a change order to increase the payment limit by $2.5 million dollars, to a new payment limit of $106 million with Sletten Construction Company, a Montana Corporation for the construction of the West County Re-entry, Treatment, and Housing project. (66% State Grant Funds, 34% General Fund Capital Reserves)

FISCAL IMPACT:

This change order does not change the overall project budget.  This action allows for the transfer of money from contingency funds in the overall project budget to the construction contract to accommodate an increase in the number of electric vehicle charging stations installed and the provision of additional roof safety equipment among other minor changes in scope.

BACKGROUND:

This change order is needed to complete the project construction activities and finalize the last aspects of the project.  Savings in other categories of the total project budget have allowed the project to install additional electric vehicle charging stations for fleet and public use, thereby advancing goals set forth in the Contra Costa County Climate Action Plan above those originally contemplated for the project.  Additionally, changing requirements for roof top safety equipment for workers who are performing maintenance and repair activities near roof edges now require additional fall protection equipment that was not part of the original budget.

CONSEQUENCE OF NEGATIVE ACTION:

Failure to approve the change order would result in less electric vehicle charging capacity and cause greater risk for County employees performing roof maintenance activities.
