RECOMMENDATIONS:
APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a Consulting Services Agreement (contract) with Unico Engineering, Inc. in an amount not to exceed $580,000 for construction management services for the 2026 Rodeo Fiberized Slurry Seal, Overlays, and Curb Ramps Project, for the period June 23, 2026 through December 31, 2027, Rodeo area. (County Project No.: 0672-6U2040) (District V)
FISCAL IMPACT:
Work performed under this contract will be funded by 100% Local Road funds.
BACKGROUND:
The project will generally consist of applying two types of surface treatments on various roads in the Rodeo area: a type II fiberized slurry seal, or coldplane and overlay with hot mix asphalt (HMA). Work will involve surface preparation including vegetation removal, edge grinding, removal of existing thermoplastic stripes and pavement markings, removal of existing curb and sidewalk, placing concrete curb ramps in compliance with the Americans with Disabilities Act (ADA), setting survey monuments, and placing of thermoplastic striping and pavement markings.
Unico Engineering, Inc. was selected to provide construction management services for the project after completing a request for proposal solicitation and technical proposal process. Public Works has successfully negotiated with Unico Engineering, Inc. to provide these construction management services.
CONSEQUENCE OF NEGATIVE ACTION:
Without approval from the Board of Supervisors, this Consulting Services Agreement will not be in effect. A delay in construction of the Project will occur, ultimately delaying the completion of the Project. Project delay may also result in substantial additional project costs.
