RECOMMENDATIONS:
APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a Funding Agreement between Contra Costa County and the San Francisco Bay Area Rapid Transit District (BART) for the North Bailey Road Active Transportation Corridor Project, Bay Point area. (District V)

FISCAL IMPACT:

BACKGROUND:
The North Bailey Road Active Transportation Corridor Project will construct a Class IV two-way cycle track on the west side of Bailey Road between the westbound onramp to State Route 4 and Willow Pass Road. Construction will include a new concrete path, protected intersections to improve safety for pedestrians and bicyclists, and signal modifications including a new traffic signal at the intersection with Mary Ann Lane/Placer Drive. The project was awarded $6,159,000 in State funding through the Active Transportation Program's sixth cycle in 2022, but due to increasing design and construction costs, Public Works staff sought additional funding to supplant the use of local road funds for the project.

On October 11, 2023, BART released a Call for Projects for the Safe Routes to BART (SR2B) grant program funded by Measure RR. The Public Works Department submitted an application for the North Bailey Road Active Transportation Corridor Project and on March 1, 2024, BART announced an award of $900,000 to Contra Costa County for the construction phase of the project.
