RECOMMENDATIONS:

APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the County Probation Officer, to execute a purchase order with Lexipol, LLC in the amount of $22,696 for the annual purchase of the LEFTA Shield Suite subscription, to provide personnel record keeping services to the Probation Department for the period January 1, 2026 through December 31, 2026.

 

 

FISCAL IMPACT:

This software will be funded 100% by General Fund.

 

 

BACKGROUND:

LEFTA System’s SHIELD Suite is a software application that used by Probation personnel and training staff to document employee evaluation; use-of-force incidents; field investigation reports; internal affairs investigations; complaints; vehicle incidents; and other events. Employee evaluations are submitted through LEFTA, which allows the Personnel Unit to maintain centralized records and access evaluation information as needed. The Training Unit uses LEFTA to monitor training compliance, track certifications, and manage HR-related documentation. The system is Criminal Justice Information Services (CJIS) compliant, ensuring the protection of private or sensitive information gathered by local, state, and federal law enforcement agencies.  This purchase is subject to Lexipol, LLC Terms and Conditions, which includes an indemnity provision from the County to Lexipol, LLC and a limitation of liability. 

 

 

CONSEQUENCE OF NEGATIVE ACTION:

If unapproved, the Probation Department’s HR, personnel, and training staff will not have an operational, cohesive database to administer and track the required processes listed above.
