Report Title: Construction Contract for the 2026 Crockett and Port Costa Overlays and Curb Ramps.

RECOMMENDATIONS:
(1) APPROVE plans, specifications, and design for the 2026 Crockett and Port Costa Overlays and Curb Ramps. (County Project No. 0672-6U2186) (District V)
(2) DETERMINE that Radius Earthwork Inc. ("Radius"), the lowest monetary bidder, submitted a non-responsive bid by failing to comply with the County's Outreach Program and by failing to submit documentation of Good Faith Effort within two days of bid opening, as required by the project specifications; and REJECT the bid on that basis
(3) DETERMINE that Mission Constructors Inc. ("Mission Constructors"), the second lowest monetary bidder, submitted a non-responsive bid by failing to comply with the County's Outreach Program and by failing to submit documentation of Good Faith Effort within two days of bid opening, as required by the project specifications; and REJECT the bid on that basis
(4) DETERMINE that Carone and Company, Inc. ("Carone"), the third lowest monetary bidder, has complied with the requirements of the County's Outreach Program and has exceeded the Mandatory Subcontracting Minimum for this project, as provided in the project specifications; and FURTHER DETERMINE that Carone has submitted the lowest responsive and responsible bid for the project.
(5) AWARD the construction contract for the above project to Carone in the listed amount ($1,723,095.00) and the unit prices submitted in the bid, and DIRECT that Carone shall present two good and sufficient surety bonds, as indicated below, and that the Public Works Director, or designee, shall prepare the contract.
