Report Title:                     Purchase Order with Califa Group for ProQuest’s O’Reilly for Public Libraries Subscription through January 31, 2027

Recommendation of the County Administrator Recommendation of Board Committee

 

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Purchasing Agent to execute, on behalf of the County Librarian, a purchase order with Califa Group, subject to the terms of their Clarivate Terms, in an amount not to exceed $46,000 for the renewal of ProQuest’s O’Reilly for Public Libraries subscription, for the period February 1, 2026, through January 31, 2027.

 

FISCAL IMPACT:

100% Library Fund.

 

BACKGROUND:

ProQuest O’Reilly for Public Libraries is a digital platform that offers over 57,000 eBooks, 3,300+ eAudiobooks, and 7,500 videos, case studies, and expert-curated playlists to keep patrons informed in the fast-paced business and technology disciplines.  O’Reilly supports patrons at all levels with multiple learning styles through diverse formats, responsive design, and an intuitive interface. The platform caters to students, job seekers, young adults, and entrepreneurs, offering resources for personal and professional growth, test prep for technology certifications, and tools to learn today’s most in-demand technologies. ProQuest O’Reilly for Public Libraries offers the Library a discount through a purchase made by Califa Group, the California Library Consortium, of which the Library Department is a member.

 

The terms and conditions include limitation of liability provisions and indemnification language, reviewed by County Counsel.

 

CONSEQUENCE OF NEGATIVE ACTION:

If the Purchase Order is not approved, the Contra Costa County Library will not be able to provide patrons with a product that gives them a competitive advantage with access to the most current knowledge, trends, conversations, and real-world experiences in business and technology.
