Report Title: Approve contract #20-565-0 with Green Mountain Management LLC

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract, with Green Mountain Management, LLC., in an amount not to exceed $474,900, to provide job coaching and professional development services for the period May 1, 2024 through June 30, 2025.
FISCAL IMPACT:
$474,900: (59%, Federal, 35% State, and 6% County General funds) $285,000 of which is budgeted in FY 23/24, $189,900 which will be budgeted in FY 24/25.
BACKGROUND:
Green Mountain Management, LLC will provide job coaching and professional development services to EHSD in the following areas: executive team assessments, skills development, staff leadership and development, process improvement and systems analysis, tactical implementation and change management, and staff recruitment.
CONSEQUENCE OF NEGATIVE ACTION:
EHSD will be limited in its ability to provide organizational development support to its staff.

The services provided under this contract supports all five of Contra Costa County’s community outcomes: (1) "Children Ready for and Succeeding in School"; (2) "Children and Youth Healthy and Preparing for Productive Adulthood"; (3) "Families that are Economically Self-Sufficient"; (4) "Families that are Safe, Stable and Nurturing"; and (5) "Communities that are Safe and Provide a High Quality of Life for Children and Families” by providing training and organizational support to EHSD Bureaus.
