RECOMMENDATIONS:

APPROVE and AUTHORIZE a contract amendment between Contra Costa County Fire Protection District (District) and O3, Inc., to increase the payment limit by $600,000 to a new payment limit of $1,125,000, for consulting and technical assistance related to Information (IT) Technology infrastructure and network modernization; Information Technology governance risk management and compliance; and Information Technology management, with no change to the term.


FISCAL IMPACT:

Budgeted; 100% by the EMS Transport Fund.


BACKGROUND:

The District uses many complex IT systems to support its operations. The contractor, O3, Inc. will provide consultation and technical assistance to the District to modernize its IT infrastructure to ensure availability and performance of existing services and to provide a robust platform for future services. The contract will also act as the project manager to modernize and harden the District's network infrastructure to ensure availability, performance, and security of existing network services. Governance of enterprise information technology is a major concern for District's Board of Directors and executive management. IT services have evolved to become critical to sustaining growth, innovation, and transformation; reducing and containing costs; and supporting the ongoing business operations of the District. The contractor shall assist the District establish an IT Governance, Risk Management, and Compliance Program. The contractor shall also provide executive-level IT management strategy and support services to the District.
